The ignorant ones who had stayed behind will now say to you, “Our wealth and our families prevented us from going by keeping us pre-occupied, therefore seek forgiveness for us”; they utter with their tongues what is not in their hearts; say, “So does anyone have any control over you against Allah, if He wills to harm you or provide you benefit? In fact Allah is Aware of what you do.” 11 (But the truth is not what you say.) You had imagined that the Messenger and the believers would never return to their families, and this notion was embellished in your hearts. You harboured an evil thought, and you are an immensely evil people.” 12 Those who do not believe in God and His Messenger should know that We have prepared hell for the disbelievers. 13 To God belongs the kingdom of the heavens and the earth; He may forgive whosoever He please, and afflict whosoever He will. Yet God is forgiving and kind. 14 Those who remained behind will say when you set out toward the war booty to take it, "Let us follow you." They wish to change the words of Allah. Say, "Never will you follow us. Thus did Allah say before." So they will say, "Rather, you envy us." But [in fact] they were not understanding except a little. 15 Tell the laggardly Bedouins, "You will be called to face strong people whom you will fight right to the end or who will submit to you. If you obey the Messenger, God will give you a good reward. But if you turn away as you did before, God will make you suffer a painful torment. 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
