Now advise me in this, Counsellors. I never decide any affair till I have conferred with you." 32 They answered: "We are endowed with power and with mighty prowess in war - but the command is thine; consider, then, what thou wouldst command." 33 She said: "Surely when kings enter a city they destroy it and despoil the honour of its nobility. So will they do (to us). 34 Hence, behold, I am going to send a gift to those [people,] and await whatever [answer] the envoys bring back." 35 But when he came to Solomon, he said: 'Is it wealth that you would give me, when Allah has given me that which is better than He has given to you? No, but instead you rejoice in your gift! 36 "Go thou back unto them [that have sent thee]! For, [God says:] 'We shall most certainly come upon them with forces which they will never be able to withstand, and shall most certainly cause them to be driven from that [land of theirs,] despicable and humbled!'" 37 And he said: 'O Council, which of you will bring me her throne, before they come to me, Muslims (submissive to Allah)' 38 An extremely evil jinn said, “I will bring it in your presence before you disperse the assembly; and I am indeed strong and trustworthy upon it.” 39 Said one who had knowledge of the Book: "I will bring it to thee within the twinkling of an eye!" Then when (Solomon) saw it placed firmly before him, he said: "This is by the Grace of my Lord!- to test me whether I am grateful or ungrateful! and if any is grateful, truly his gratitude is (a gain) for his own soul; but if any is ungrateful, truly my Lord is Free of all Needs, Supreme in Honour!" 40 He said, "Disguise for her her throne; we will see whether she will be guided [to truth] or will be of those who is not guided." 41 And so, as soon as she arrived, she was asked: "Is thy throne like this?" She answered: "It is as though it were the same!" [And Solomon said to his nobles: "She has arrived at the truth without any help from us,] although it is we who have been given [divine] knowledge before her, and have [long ago] surrendered ourselves unto God! 42 And that which she was wont to worship instead of Allah hindered her; verily she was of an infidel people. 43 Then she was bidden to enter the palace; but when she saw it, she thought it was a deep pool of water, and bared her legs. But Solomon explained, "It is just a palace paved with glass," and she said, "My Lord, I have wronged myself: now I submit myself along with Solomon, to God, the Lord of the Universe." 44
