The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 The suppressing ones will say to the oppressed ones, "Did we prevent you from having guidance after it had come to you? In fact, you yourselves were criminals." 32 Those who were suppressed will say to those who waxed arrogant: “By no means; it was your scheming, night and day, when you would enjoin us to disbelieve in Allah and set up others as equals to Him.” When they are confronted with the chastisement, they will be remorseful in their hearts. We shall put fetters around the necks of the unbelievers. Can people be requited except for their deeds? 33 And We sent not a warner unto a town but the affluent thereof said: verily in that wherewith ye have been sent we are disbelievers. 34 They also said, 'We are more abundant in wealth and children, and we shall not be chastised.' 35 Say, "Indeed, my Lord extends provision for whom He wills and restricts [it], but most of the people do not know." 36
