Those who believe say, "Why has a surah not been sent down? But when a precise surah is revealed and fighting is mentioned therein, you see those in whose hearts is hypocrisy looking at you with a look of one overcome by death. And more appropriate for them [would have been] 20 Obedience and a gentle word (was proper); but when the affair becomes settled, then if they remain true to Allah it would certainly be better for them. 21 So do you* portray that if you get governance, you would spread chaos in the land and sever your relations? (* The hypocrites) 22 Those are they whom God has cursed, and so made them deaf, and blinded their eyes. 23 Do they not then reflect on the Quran? Nay, on the hearts there are locks. 24 Those who have turned back in their traces after the guidance has become clear to them, Satan it was that tempted them, and God respited them. 25 This is because they have said to those who hate God's revelation, "We shall obey you in some matters." But God knows all their secrets. 26 Then how [will it be] when the angels take them in death, striking their faces and their backs? 27 This, because they were wont to pursue what God condemns and to hate [whatever would meet with] His goodly acceptance: and so He has caused all their [good] deeds to come to nought. 28
