Those of the dwellers of the desert who were left behind will say to you: Our property and our families kept us busy, so ask forgiveness for us. They say with their tongues what is not in their hearts. Say: Then who can control anything for you from Allah if He intends to do you harm or if He intends to do you good; nay, Allah is Aware of what you do: 11 No. You thought that the Messenger and the believers would never return to their families; this prospect seemed pleasing to your hearts, and you conceived evil thoughts, and thus were doomed to perish. 12 And whosoever does not believe in Allah and His Messenger (Muhammad SAW), then verily, We have prepared for the disbelievers a blazing Fire. 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 As soon as you [O believers] are about to set forth on a war that promises booty, those who stayed behind [aforetime] will surely say: "Allow us to go with you" - [thus showing that] they would like to alter the Word of God. Say: "By no means shall you go with us: God has declared aforetime [to whom all spoils shall belong]." Thereupon they will [surely] answer, "Nay, but you begrudge us [our share of booty]!" Nay, they can grasp but so little of the truth! 15 Say to the Bedouins who were left behind: 'You shall be called against a people possessed of great might' to fight them, or they surrender. If you obey, God will give you a goodly wage; but if you turn your backs, as you turned your backs before, He will chastise you with a painful chastisement.' 16 There is no blame on the blind, nor on the lame, nor on the sick (if they do not go forth to fight). Allah will admit those who obey Allah and His Messenger to the Gardens beneath which rivers flow and will inflict a grievous chastisement on those who turn away. 17
