The Arabs of the desert who had stayed behind will now say to you: "We were occupied with our flocks and herds and families, so ask forgiveness for us. They say with their tongues what is not in their hearts. Tell them: "Who can prevail with God for you if He wish you harm or benefit? Surely God is well aware of what you do. 11 Nay, but ye deemed that the messenger and the believers would never return to their own folk, and that was made fairseeming in your hearts, and ye did think an evil thought, and ye were worthless folk. 12 And so for him who believeth not in Allah and His messenger - Lo! We have prepared a flame for disbelievers. 13 And to Allah belongs the dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. And ever is Allah Forgiving and Merciful. 14 Those who had stayed behind will now say, “When you go to receive the war booty, let us also go with you”; they wish to change the Words of Allah; say “You shall never come with us – this is already decreed by Allah”; so they will now say, “But rather you envy us”; in fact they never understood except a little. 15 Say to the bedouins who were left behind: “You will be called against those who possess great might and be asked to fight against them unless they surrender. If you obey (the command to fight), Allah will bestow upon you a goodly reward. But if you turn away, as you turned away before, He shall inflict upon you a grievous chastisement.” 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
