The Bedouins who lagged behind will say to you: 'We were occupied with our possessions and families, so ask Allah to forgive us' But they say with their tongues what they do not mean in their hearts. Say: 'Who can help you against Allah if it is that He wills harm for you or desires benefit for you? Allah is Aware of what you do' 11 Nay, but ye deemed that the messenger and the believers would never return to their own folk, and that was made fairseeming in your hearts, and ye did think an evil thought, and ye were worthless folk. 12 And whoever has not believed in Allah and His Messenger - then indeed, We have prepared for the disbelievers a Blaze. 13 To God belongs the kingdom of the heavens and the earth; He may forgive whosoever He please, and afflict whosoever He will. Yet God is forgiving and kind. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say thou unto those who lagged behind of the desert Arabs: surely ye shall be summoned against a people endued with exceeding violence then ye will fight them or they will submit. Then if ye obey, Allah will give ye a goodly hire; but if ye turn away even as ye turned away aforetime. He will torment you with a torment afflictive. 16 There is no blame for the blind, nor is there blame for the lame, nor is there blame for the sick (that they go not forth to war). And whoso obeyeth Allah and His messenger, He will make him enter Gardens underneath which rivers flow; and whoso turneth back, him will He punish with a painful doom. 17
