The Arabs of the desert who had stayed behind will now say to you: "We were occupied with our flocks and herds and families, so ask forgiveness for us. They say with their tongues what is not in their hearts. Tell them: "Who can prevail with God for you if He wish you harm or benefit? Surely God is well aware of what you do. 11 Yea! ye imagined that the apostle and the believers would never return to their households, and that became fair-seeming in your hearts, and ye bethought an evil thought, and ye became a people doomed. 12 He who does not believe in God and His Apostle (should know) We have prepared for unbelievers a blazing fire." 13 To Allah belongs the kingdom of the heavens and the earth. He forgives whom He pleases and chastises whom He pleases. He is Most Forgiving, Most Compassionate. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say to the Bedouins who were left behind: 'You shall be called against a people possessed of great might' to fight them, or they surrender. If you obey, God will give you a goodly wage; but if you turn your backs, as you turned your backs before, He will chastise you with a painful chastisement.' 16 There is no reproach upon the blind, nor reproach against the lame, nor reproach upon the sick; and whoever obeys Allah and His Noble Messenger – Allah will admit him into Gardens beneath which rivers flow; and whoever turns away – He will mete out a painful punishment to him. 17
