The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 The arrogant ones will say to those who had been despised: "Was it we who kept you back from Guidance after it reached you? Nay, rather, it was ye who transgressed. 32 Those who were suppressed will say to those who waxed arrogant: “By no means; it was your scheming, night and day, when you would enjoin us to disbelieve in Allah and set up others as equals to Him.” When they are confronted with the chastisement, they will be remorseful in their hearts. We shall put fetters around the necks of the unbelievers. Can people be requited except for their deeds? 33 We never sent a warner to any town but its wealthy ones said: “We disbelieve in the Message you have brought.” 34 And (further): "We have far more wealth and children (than you), and we are not the ones to be punished." 35 Say: 'My Lord outspreads and straitens His provision to whomsoever He will, but most men do not know it.' 36
