Those of the dwellers of the desert who were left behind will say to you: Our property and our families kept us busy, so ask forgiveness for us. They say with their tongues what is not in their hearts. Say: Then who can control anything for you from Allah if He intends to do you harm or if He intends to do you good; nay, Allah is Aware of what you do: 11 "Nay, ye thought that the Messenger and the Believers would never return to their families; this seemed pleasing in your hearts, and ye conceived an evil thought, for ye are a people lost (in wickedness)." 12 But whosoever disbelieves in Allah and His Messenger; We have prepared a Blazing Fire for the unbelievers. 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 When you set forth to take the spoils, those Bedouins who lagged behind will say: 'Let us follow you' They hope to change the Words of Allah. Say: 'You shall not follow us. Allah has said so before' They will reply: 'No, you are envious of us' Rather, they have only understood a little! 15 Say to the desert Arabs who had stayed behind: "You will be called against a formidable people. You will fight them till they surrender. If you obey, then He will give you a good reward; but if you turn back, as you had done before, He will punish you with a grievous affliction." 16 There is no blame upon the blind, nor is there blame upon the lame, nor is there blame upon the sick. And whosoever obeyeth Allah and His apostle, He will cause him to enter Gardens whereunder rivers flow; and whosoever turneth away, him He shall torment with a torment afflictive. 17
