Do not think Allah is heedless of the evil deeds in which the evil-doers are engaged. He is merely granting them respite until a Day when their eyes shall continue to stare in horror, 42 They will be hastening forward, their heads unpraised, their look returning not unto them and their hearts void. 43 And warn the people of a day when the punishment will come upon them, therefore the unjust will say, “O our Lord! Give us respite for a little while – for us to obey Your call and follow the Noble Messengers”; (It will be said) “So had you not sworn before that, ‘We have not to move to any place else from the earth’?” 44 "And you dwelt in the dwellings of men who wronged themselves, and it was clear to you how We had dealt with them. And We put forth (many) parables for you." 45 Indeed, they planned their plot, and their plot was with Allah, though their plot was a great (one, still) it would never be able to remove the mountains (real mountains or the Islamic law) from their places (as it is of no importance) [Tafsir Ibn Kathir, Vol. 2, Page 597]. [It is said by some interpreters regarding this Verse that the Quraish pagans plotted against Prophet Muhammad SAW to kill him but they failed and were unable to carry out their plot which they plotted]. 46 So do not ever assume that Allah will not fulfil His promise to His Noble Messengers; indeed Allah is the Dominant, the Avenger. 47 On the Day whereon the earth will be changed into other than the earth, and the heavens also; and all creatures will appear unto Allah, the One, the Subduer. 48 On that Day, you shall see the sinners coupled together in fetters; 49 their garments shall be of pitch and the fire shall envelop their faces. 50 So that Allah will recompense every soul for what it earned. Indeed, Allah is swift in account. 51 This is a clear message for mankind in order that they may be warned thereby, and that they may know that He is only One Allah, and that men of understanding may take heed. 52
