The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 The arrogant will say to the weak: "Did we hold you back from guidance after it had come to you? Certainly not. In fact you were yourselves guilty." 32 The oppressed ones will say to them, "It was you who planned night and day, ordering us to disbelieve God, and consider other things equal to Him." They will hide their regret on seeing their torment. We shall chain the necks of the disbelievers. Can they be recompensed with other than what they deserved for their deeds? 33 We never sent a warner to a village except that those (who lived) in luxury said: 'We disbelieve in the Message you have been sent with' 34 They say, "We have more wealth and children; and we are surely not going to be punished." 35 Say: "Verily my Lord enlarges and restricts the Provision to whom He pleases, but most men understand not." 36
