The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 The haughty ones will then reply to the weak ones, "Did we keep you away from the guidance when it came to you? Indeed not. You yourselves were the guilty ones." 32 Those who were oppressed will say to those who were arrogant, "Rather, [it was your] conspiracy of night and day when you were ordering us to disbelieve in Allah and attribute to Him equals." But they will [all] confide regret when they see the punishment; and We will put shackles on the necks of those who disbelieved. Will they be recompensed except for what they used to do? 33 We sent no warner into any city except its men who lived at ease said, 'We disbelieve in the Message you have been sent with.' 34 And they said: 'We have been given an abundance of wealth and children we shall never be punished' 35 Say: 'My Lord outspreads and withholds His provision to whomsoever He will. But most people do not know' 36
